Brandon,

It sounds as tho you might have "spittlebugs."  We've had them here and got
some stuff from the nursery that I just sprayed on them and they
dissappeared.  They come back now and again.  I didn't get it on my habs
last year, but if you spray them early enough, you should be able to keep
them healthy.

You can tell if it's "spittlebugs" if you look inside the white thingy and
there's a tiny black bug inside.  Otherwise, I don't know what it might be.
