Looks like a short (real short ) transparent air mattress, that you fill
with water instead of air and wrap around your tomato or pepper plants.
Supposed to keep them warm during those cold northern nights where us polar
bears live.

I've never tried them.  Being somewhat lazy myself, I find some 6 mil poly
just laid over the entire row keeps the frost off and is a lot easier to put
on and take off.
