[CH] strange white stuff

I am growing seedlings for the first time.  I have noticed something
strange at the base of the stalks.  It is whiteish.  It appears to be
numerous small growths packed together.  It occurs in two bunchs on
opposite sides of the stem.  They look like little tiny coccons.  They
are hard to the touch.  They are not confined to pepper plants but
appear on some other species.  They also do not appear on all the plants
on a small minority.  The affected plants appear fine and seem completly
healthy.  

Does anyone have any ideas what this could be and what I can do about
it.
