Generally speaking it is better to use less chiles (start out milder)  in making
a dish than reversing the heat.
AKA it is easier to heat up a dish than cool it down.
I would suggest  dilution of the chili (with out major alterations of the taste)

by adding tomatoes, a better way to mellow the chili is adding shredded cheese
to it just before eating.. and of course you can add lots of sour cream (but it
changes the taste too much IMHO to be use full).
I've also noticed that (though it would REALLY change the taste of chili) that
when one adds sugar to some hot dishes.. people can eat more heat than they
normally would.
