I agree with the others in that a winter cover crop can do wonders.  My
favorite is hairy vetch - just seems to do well in my soil/climate &
overwinters with no problem at all.  I too have space limitations, so I often
cannot rotate crops.  Add lots of compost too - good stuff.  I always grow my
chiles in a raised bed because my big garden is too shaded.
