Chile powder is a blend of ground chile peppers, cumin, garlic, and oregano and sometimes salt. I would surely add Cayenne to any chili recipe....but would not substitiute it for chile powder, unless you add the other ingredients that are blended with the chile powder ~ But who knows you might make one tasty chili that really burns if you stick to just the Cayenne! ~ Debra~ good luck~
