Try this first:  plant nasturtiums around your garden. 
They are aphids' big number one alltime fave food, and they will go for
them first, thus reducing the aphid pop on your chileeeeezz.  I've seen
this work with morning glories, too, but it's way harder to manage them 
as a garden border.

Oh, and don't fertilize nasturtiums or water them every time you water
the rest of the garden, if that's possible.  They thrive best on neglect
and unenriched soil...and then you'll have lots of edible flowers
(nasturtium is close kin to watercress and tastes identical) to stuff
with cream cheese and chives or toss in salads.
