This has gone 'round the list a couple of times.  I've never used this on
seedlings before, but it works pretty well for larger plants:
Make a strong habanero extract in water and spray/mist the plants w/ it
(outside or in a well-ventilated area!)  This has worked very well for my
cats, and they learn to attribute the unpleasant sensation to the plant,
and not YOU, thus making the plants safe when you're not around.
