Damping off is caused by several different fungi which are present in 
most garden soils. The best way to prevent it is to use Pasteurized 
seed starting mix or potting soil, plant the seeds at the recommended 
depth (1/4") for peppers, and keep the soil damp but not drenched. 
Cold soil temperatures can also cause damping off.

Some but not all seeds from commercial sources are treated with a 
fungicide such as Thiram or Chlorine to help prevent damping off. If 
you saved seeds or are not sure, soak them in a solution of 1 part 
household bleach and 4 parts water for a few minutes before planting.
