Today on the way home from work I thought about something.
IF your soil pH is above 6.5, a lot of nitrogen will help.
If your pH is up around 7.5 I would even suggest a 30-10-10

One way to lower a soil pH is by adding nitrogen. 

Peppers do their best with a soil pH between 6 and 6.5. at this
point the plant can absorb all the nutrients it needs. If your soil
is at a 6 pH and you add excessive nitrogen then a plant can
not absorb calcium and phosphorous . Then you will find blossom 
end rot and weak stems

While I am thinking of it, I feel every gardener should have his/her
own pH meter and compost thermometer
