If medium is at 80-85 when starting chiles, most all the seeds should
sprout within 6-7 days of planting.  Colder takes longer.  Hotter runs the
risk of killing the seeds (though I don't know hou much hotter it has to
get before danger is significant -- all I know is sometimes a batch of my
seeds don't sprout at all, and this seems to correlate to times when medium
got very hot, e.g. heating mat on same setting as always, but ambient
temperature that week was higher than normal due to a sudden heat spell...)
