Sounds like what we call the potatoe bug in the hills of Tennessee.
Which doesn't mean a thing since I live on "The Big Mountain" past "Tip
Top" up on "Manory Hill" on the "Coon Hunter's Road". All local names.
They hang out in garden too, peppers as well as flowers. I get a rush of
them every year about this time with some wintering over on the plants
inside. My bug doesn't cause damage but then again I don't grow
potaotes...zaze
