[CH] white stuff on my fermenting habs

Hey Chile-heads!  
 Need some advice on the white stuff growing on the top
of my fermenting habs.

The process I used:  I finely chopped about 2 gallons of
habs (after chopping) -- 80% of my hab crop.  I did not
have any mason jars -- I did have a 2.5 gallon glass carboy.
The habs were poured into the carboy 1/2 inch at a time
and each layer was covered with non-iodine salt.  This
layering was done until all the habs were in the carboy.
About 10 layers of habs and salt.  The carboy was sealed
with a pressure bung!  After about 3 weeks some sort 
of white growth has started growing.

Question: Is this normal? If not what should I do! 
Can my habs be rescued?
