[CH] Pickin' and Plantin' Questions

Howdy All -

I have a couple of questions, and figured you guys would have all the
answers.  At least if you didn't have the answers, you'd make something up
that sure sounded good.

Pickin'
When can you tell that your chiles are ripe?  This may be really stupid, but
I've never really let them sit on the vine very long.  I have a small crop
of Super Chiles grown indoors this year, and pretty much every time they
redden up, I pick 'em and plop them on pizza or salads or chomp them down
raw.  I've never let them sit there very long - when are they truly ripe?
Will they fall off?  Does the taste keep changing if I leave them there
longer?

Plantin'
When is a good time to start seeds?  I'm growing these plants exclusively
indoors, where the temperature is always between 70 and 80 degrees.  My
office has, believe it or not, the healthy, easy-on-the-eyes,
non-soul-sucking, fluorescent lights which my other plants seem to love.
Can I plant seeds now?  Could I plant seeds every three months and keep a
cyclical harvest going?  Do my co-workers think I'm nuts (oops, sorry -
already know the answer to that one!)
