I don't know whether anyone's replied privately, but check out the page
on the Chile-heads home site, at

It has a picture of a rotary chile roaster, and descriptions of
alternative methods.

Can't help you with places to purchase one (although if you do hear
about a supplier in Oz, I'd love to know).
