I live in the UK, and I have the same problem!  Yes, you can dry
habanero peppers in the oven, or hand them up in a warm room for 2
weeks to air dry.

Instructions and diagrams are in "Preserving" by Oded Schwartz,
published by Dorling Kindersley (ISBN 0-7513-0345-3).  A good book
woth getting, or at least borrowing from your local library!
