another suggestion might be to go to your local home brew supply store.
They will have "grain bags" which are used to hold your crushed specialty
grains in your boil.  They resemble a small fine mesh sock which you tie
closed at the opening before tossing into your wort boil for making beer.

Or just put the chiles in a coffee filter,  pull the filter up around 'em
to form a pouch, skoonch the open end together and wedge it in the tines
of a fork.  Instant giant no-hassle teabag.
