Tom,
  Comming from a culinary backround I am inclined to offer an opinion here. I like to go the more traditional route. It's called a "bouquet garnis". Although this term is fancy the concept is not. Make a small pouch from cheesecloth, fill it with whatever chiles and herbs you which to infuse flavor from, and tie the top with kitchen string. I have been using this method for years, and no one has ever choked on a rouge staple!
  Incedentaly, this stuff is available at every grocery store.
