If my memory serves me correctly, here is a short
history of numbered Chile-Heads:
Back in the old days on the list there were several
discussions on how hard it was to get hot food in a
restaurant. You could ask the waiter, ask the chef or
beg and plead but they never believe you. The problem
was that there were too many people who would claim
they liked hot food but would refuse to eat it if it
was truly hot. The restaurants quickly get tired of
unwanted and unpaid for dinners and refuse to serve
anything hot after a while. Someone came up with the
idea that if you were a card carrying Chile-Head it
would help. The cards would certify you as a Chile
lover, they would have your personal saying about how
hot you liked your food and other information that
would leave no doubt in the owners mind that you were
a true Chile-Head and not a wimp who thought that they
liked hot food. Rick offered to make the cards for any
list member who wanted one.
By the time I e-mailed Rick he was feeling a little
overwhelmed and gave me a number but no card. A little
while later Tom began offering cards and started his
cards with number 1000 so they wouldn't overlap
Rick's. 
It wasn't the numbers that we were after but we wanted
the cards to show to waiters.
P.S. The cards had only poor to fair success in
restaurants.
