That's exactly my experience.

In Dave DeWitts' Chile Encyclopedia I see that in the French Antilles they
have a sharp chile called "Derričre of Madame Jacques".  I suspect that's
the same as we know as "Madame Jeanette" in The Netherlands.   It looks like
the Madame-Jeanette is member of the Chinense family, just like the Habanero
and Scotch Bonnet.

In my chili, I get the same heat from one Madame Jeanette (with seeds) as
from a small teaspoon of habanero powder.

And I'm still unsuccessful at getting fresh jalapeņos here in The
Netherlands :-(
