I found the following posted on GW.

I am trying to get poster to take a plant to County Agent to find out what's
happening,,,

 Anyway. I talked with Shepherd's Garden Seeds. Their representative said
that this is happening all over the country and that its just affecting
peppers. I described the symptoms as resembling Mosaic Blight or Tobacco
Blight. She agreed, but said their horticulturalists believe that highly
acidic rain is the culprit. That might make sense for my plants outdoors but
not plants indoors. I will say that the little plants I grew were beautiful
and healthy. Nothing appeared to be wrong with the seeds. The Shepherds lady
said that they don't believe the seeds are compromised and she is replacing
them. Today, the professionals at Shepherds don't really know what is
causing this, but they are sure that it is widespread.
