I have had great luck with the Cuisinart Mini-Prep Processor for grinding
dried chiles into powder.  It works great for small quantities of other
stuff like cilantro because it's easy to use, seals well, and clean-up is a
breeze.

The blade has a sharp side that grinds stuff into a fine powder.  It also
has a dull side for chopping nuts etc..  Be careful when turning that blade:
That sucker is sharp, and I cut my finger the first time I used it.
