[CH] no seeds allowed through US customs

Two days ago I returned from foreign bearing clean dry chile seeds, and was
informed by USDA agents at SFO that since 30 January 2002 NO SEEDS of any
sort are allowed entry into USA without accompanying phytosanitary
certificate; and then they confiscated all my little seeds.

Such a rule change was discussed on this list, and I thought it had been
cancelled, but it seems it has been implemented, not cancelled.
