To the best of my knowledge the rule was implemented. The package of seeds I 
received from France had a phyto on the outside and did not show evidence of 
being opened. Still took almost 2 weeks via air mail to get here.

I have a feeling that a USDA agent somewhere looked at the phyto for a few days. I 
paid the French Govt. $20.00 US for it.
