Chiles have the direct effect on the cardiovascular system of increasing
peripheral circulation.  This would have a net effect of decreasing systemic
blood pressure.  The induction of sweating also lowers the blood pressure by
cooling the body & loss of water.

That said, I think there could be arguement for a transient spike in the
blood pressure immediately after eating very picante chiles due to the
thrill of it all, ie.the body's release of epinephrine & norepinephrine.

I recommend capsaicin containing supplements to my patients for many
reasons, including maintaining good cardiovascular health.
