This is the FDA's Center for Food Safety and Nutrition site, and it will
give you all the information you need.

You will need to take a class in acidified foods preparation - the
Better Process Control School set of classes (3-4 days), approved by the
USDA.  Check with your local land grant university for class details.
If they don't offer such a class, they'll be able to tell you who does.
You may have to travel for this; we did (went up to PA; we live in VA).
Cost, including travel and lodging, was about $1K.

You also should talk to your local health dept. - or, depending upon
your state - your state dept. of food safety (that's who we use in
Virginia).
