Hi Diane,
My favorite way as follows:
Break stem from pepper
Cut in 1/2, leave seeds & veins in
Single layer on dehydrator sheet
Dry at 100  F (if dehydrator has temp control) or low
After 8-12 hours, check Habs, take one out & see if it's like leather
When "leathery" state of dryness reached, put some in a clean, dry jar & cap
Dry rest until crisp, another 12-24 hrs.
Leather Habs for reconstitution, fully dried for grinding into powder
