You have it reversed.  A poblano is a fresh (green) chile; an ancho is a
dried poblano.  I don't know what term is used for red-ripe, still-hydrated
poblanos, but I believe probably moot because they are rarely used in that
form, but instead are either used green (unripe) or dried (fully ripe).
