Short answer- yes :-) It is done for both reasons as well as a 3rd- to help warm the soil and get an extra week's head start on the season. We sometimes have some pretty cool springs around here & the black mulch helps to warm the soil temps up a bit, which the plants like. -Jim C Mild to Wild
