Well, I sure screwed that up. LOL

Here is what the book actually says:

"When the plants reach six to eight inches tall, a side-dressing of a balanced fertilizer shoud be applied dollowed by two or three additional nitrogen side-dressings during the growing season to maintain vigorous growth and to promote continuous blooming."

Factors Affecting Growth, Fruiting, and Maturation

Such factors as nutrition, temperature, soil, light, and moisture, aside from inherent factors, are responsible for differences in growth and fruiting of the pepper plant. In this section we will examine the effect of these factors on flower production and fruit-set.
  Nutrition:
Most writers indicate the importance of nitrogen in the nutrition of the pepper plant. Studies have shown (Cochran 1936) that high nitrogen significantly increased the number of blossoms formed and the number that set fruit, the increase being greater at temperatures of 21°-27°C (69.8°-80.6°F) than at 15.5°-21°C (59.9°-69.8°F). However, this depends on the species; C pubescens does better at lower, but above freezing, temperatures. Vegetative growth was improved by nitrogen but there was little effect on the earliness of bud formation or anthesis. Nitrogenous fertilizers and ammonium sulphate show a tendency to induce early bearing and increased yield. Texas A&M University recommends that, at planting, phosphate should be banded two to three inches below the seed (longbrake et al. 1976). When the plants reach six to eight inches tall, a side-dressing during the growing season to maintain vigorous growth and to promote continuous blooming.

And there are interesting comments on temperature, moisture, soil & light following.
