[CH] Grow lights

It's getting to be that time of year again, and I was wondering if anyone
had any thoughts on grow lights.  Last  year I used a couple of Phillips
"Reflector Agro" lights.  They claimed to be "grow lights" and although the
seedlings did survive, they just didn't do as well as we wanted.  These are
Blue colored "natural light" lamps that get very hot over the course of a
few hours.

Has anyone else had any luck with these?  Anyone have any thoughts on how I
can best build a decent growing area in my apartment (not too much natural
light this time of year where I am in the Northeast).
