Styx,
If you look carefully at the pic with a pot in
it(http://www.austintx.com/~lemur/images/peppers/pepper3.jpg), that's
a houseplant in the pot in the background of the plant, I believe. My
mom has grown it, but the name escapes me.

I also noticed the leaves appear
drooped(http://www.austintx.com/~lemur/images/peppers/pepper4.jpg)
which is another indication of poor soil or not enough water. I see a
faucet in this pic(http://www.austintx.com/~lemur/images/peppers/pepper1.jpg),
so I assume watering not an issue. So if we scan this URL,
http://www.dyna-gro.com/cpn.htm, we find:
Mg)-Magnesium: Critical component of chlorophyll; needed for
functioning of enzymes for carbohydrates, sugars and fats; fruit and
nut formation; germination of seeds. Def.: yellowing between veins of
older leaves; chlorosis; leaf droop. Leached by watering. Foliar spray
to correct deficiencies.

Yellowing between veins, chlorosis & leaf droop seem to be Yavonne's
problems. If we scan this URL,
http://www.greenfingers.com.au/services/digging_deeper/citrus/Feeding_citrus_trees.htm,
we find:
Another pretty common problem on alkaline soils is the lack of uptake
due to the high soil pH of several minor trace elements, such as zinc,
manganese and magnesium.

Huuuummmm, seems Jim nailed it...... It is a common problem that
surronding materials leach into the soil, i.e. pine needles=acidic
soil, & with all the cement I see in those pics, lime=alkaline
soil.......

Quick fix? First URL advises foliar spray, Epsom Salt a good source of
Magnesium.

Now I've opened up the old controversy of foilar spray's ability to
help plants. Please start a new thread for that one(;>)))).......

Hope this helps,
NECM
Spell checker off, ain't gut time...
