[CH] heat mat / growing lights

I didn't get to stop by Home Depot or anything on the way home tonight
so I'll do the better thing and ask where the best sources for some
stuff would be.  I planted some seeds in a jiffy strip 50 a couple
nights ago and the tray is currently sitting on top of the fridge.  I
haven't taken the temperature yet though.  I have kept things moist
though.  I was considering getting one of the heating mats (hopefully
with a built-in thermostat, etc.) for the tray.  What is a good brand
and/or place of purchase for one of these?  I just want something simple
and safe (and preferably at a reasonable price).

Also, for when they actually start germinating, I currently do not have
a basement (just a garage and the kitchen table area ;).  I would
normally go for something like a 4' flourescent light fixture but I
think my wife would kick my butt.  Anything that can be recommended for
a good setup for this that will do the little chiles good and that does
not take up much more space than needed?
