You allways end up with less if you mix it with anything.

If you take your 45000 SU pepper, and weigh it, say it's 1one ounce.
If you now add 9 ounces of tomatoes to it, and mix it up, you will now have
10 ounces at 4500 SU.
If you take 10 ounces of your pepper, you will have 10 ounces at 45000 SU.

Clear?
