Adrian,

I don't think there's such thing as an annual chile (even though one was
misnamed Capsicum Annuum). I think the trick is 1) when you dig them up,
prune them back as they likely lost some roots, and 2) when you bring them
indoors, make sure they have plenty of light and don't get overwatered. I'd
venture a guess that they're not getting enough light.

If you don't get enough light through the window you're keeping them by (if
that's what you're doing), I'd invest in a couple of $15.00 plant lamps at
WalMart--at least 1 per chile plant. Next year, you'll start out with mature
plants, and each successive year they'll get bigger.  You should be able to
get several years' life out of them.
