I think your bugs are flea beetles.

Are they chewing little dot-sized holes in your leaves?

If so, try Diotomaceous Earth, a pesticide made up of the dead bodies of 
wee critters.  This is also useful for getting rid of slugs (wood ashes,  
too).  Anthing that crawls over the DE, because its so rough, has its 
exoskeleton or protective coating cut open, and it dries out.  Or 
something like that.

Just make sure that the DE you get is NOT pool quality (used, also, in 
pool filters).  And, just as when installing fiberglass insulation, you 
should wear a mask when using DE.

What do the rest of you use for flea beetles?
