[CH] Cook's Illustrated Chile Recipe

I just received my latest copy of Cook's Illustrated magazine and they
have a great recipe for Chili. It appears that the author did his
research as he used mostly chiles and chile powder, cubed meat, no
beans, lots of garlic, and an insignificant amount of tomato. It appears
to be a genuine "Texas" style chili which I can't wait to try.
