Depends on what you're using the tortillas for.  If you're making
enchiladas or another dish that needs to be subsequently baked or
broiled, you really need to sear them in oil or they'll get hard and
tough during the further cooking.  If not, just heat them in an oven
or microwave.  I would imagine chicken broth would make them soggy in
either case.
