I've seen jalapeno salt in a catalog or store (don't remember where),

but as to what it is I can only conjecture that it's a product similar to 

"seasoned salt"- probably derived either by mixing salt crystals and 

powdered chile, or by creating a saturated solution of salt and 

powdered chile and precipitating the jalapeno-enhanced salt crystals

out of it.
