Kimberley, as far as keeping the peppers crispy, one of the "spices" may be
a touch of alum.  Alum is frequently used in cucumber pickle recipes and
has that effect.

How far down the list is the "oil"?  It could be that oil was just used to
saute the carrots & onion before they went into the mix. I don't know how
it is in England, but in the US the labels are supposed to list the
ingredients in order of highest to lowest quantity.
