> JUDGE UPHOLDS POLICE USE OF PEPPER SPRAY ON ACTIVISTS

Police were using "reasonable force" when they smeared pepper 
spray around the eyes of environmental protestors in California, 
a federal judge ruled Monday.  The ruling by U.S. District Judge 
Vaughn Walker threw out a suit brought by the protesters against 
police for their actions in three incidents last year.  One 
confrontation during a sit-in at the offices of California 
congressman Rep. Frank Riggs was videotaped and shown on national 
television.

Protesters plan to appeal.
