It's a pretty good joke, Tom put a lot of work into it
but it wouldn't surprise me, so many businesses
(department stores, dentists, doctors) have been
displaced from the CBD. 
Since you asked....
Seems like everything is turning into another hotel or
restaurant in pursuit of the convention and tourist
dollar. The French Quarter is turning into a theme
part, teeshirt shops on every corner. The ambience and
character is fading as  many artist residents move out.
Quality of Life is down and Noise is Up. This from an
ethnomusicologist who loves music but often can't hear
her own in her garden over the teeshirt shops droning
Cajun and Dixieland tapes & the doo wops who sing Under
the Boardwalk over and over and over.......again.
Guess that's why I like to garden, it's a little bit of
country humanity above the city insanity :)
BTW, I know this has little to do with chiles but y'all
discuss travel and restaurants a lot and Nawlins is
known for its spicy cooking. If you know New Orleans,
there's a survey you can take on Quality of Life. A
bunch of residents are trying to get the mayor to
listen.
