Windows are just about the worst possible place to germinate seeds. 
Too hot in the daytime if east, south or west facing, and too cold at 
night. The best place is on a propogation mat or heating pad, and the 
next best is on top of your refrigerator.

If you live in the southern hemisphere, substitute north for south.
