Some ornamental plants are indeed poisonous, but no Capsicums, ornamental
or otherwise, have poisonous fruits (of course disregarding issues like
pesticide residues, gone moldy, covered by pathogens from contaminated
water, or whatever).

So, presuming you are saying this site stated some ornamental _chiles_ are
poisonous, please publicize the URL so we can contact them to get this
error corrected before other people get mislead.
