Check out http://www.cdfa.ca.gov/phpps/pe/summary.htm for a list of what the
ag inspectors are watching for. They mention peppers part way down and it
appears that they are not to be imported from NM. But you can bring them in
from Hawaii, Alaska (?) and Nevada... OTOH, if you want to mail them to our
house, we'd be glad to take care of them until you return. You have to drive
past our place anyway if you're coming up I-8 to I-15...
