Actually, if you take a close look at the website, you can only bring 
pepper plants in from HI, AK and NV. This is to prevent Colorado 
Potato Beetle. If you look at the box above, pepper fruits are 
regulated for European Corn Borer, but New Mexico is not listed. 
Check with your ag department, but I think you can bring all the 
peppers that you want to California. 

Of course if you want to stop in Nevada, I'll be happy to inspect 
them (for a large share:-).
