your plant looks like it may be suffering with Aphids.
they sometimes cause leaf curl, like your plant seems to be
experiencing. check the affected leaves (both sides) with a magnifier.
you can get rid of aphids, or at least control them by applying a Safer's
Insecticidal or by flushing the leaves under tepid running water, or by
crushing the little sons-o-b's by hand. the leaves won't ever look much
better, but subsequent foliage will grow in properly ... that is provided
you are vigilant. aphids love chiles
