Why do you wash it with water?  If only used for chiles, there is no issue
of cross-contamination with undesirable flavors or heat (amazing but true
that some still mistakenly believe chiles possess these qualities).  So, a
simple shake then wipe with paper towel/rag/whatever should do the needful.
