It ain't the weenie chile eaters who demanded the no-heat jalapenos. 
Blame Pace Picante Sauce for that. They wanted a jalapeno that would 
give them the grassy, green jalapeno flavour. But, they didn't want to 
futz about blending different heats of jalapenos from different areas 
of the country to get the heat level they wanted in their product.

So, they use the heatless chilies for their flavour and zing the heat 
in with extracted capsaicin.
