This is correct.  It was originally called a China Cap and still is 
sometimes.  Apparently at some point someone thought that it looked like a 
Chinaman's cap.

It's called a chinois. Mine has a handle, hooks on the other side to
rest on the vessel being strained into, and a wooden pestle to aid in
pushing the material through.

Oddly enough there was a Chinese proverb at the bottom of this post. I
think chinois is French for Chinese.  :-D
